TECH STARTUP ECOSYSTEM AND SEED FUND IN MOLDOVA

Tekwill invited members from the startup community and IT ecosystem to a joint session with representatives from the donor community and consulting teams to discuss and validate the findings from the “Tech Startup Ecosystem and Seed Fund in Moldova” Inception Report delivered by PricewaterhouseCoopers (PwC).
The study was conducted between October – December 2019 and included stakeholder interviews from the Ministry of Finance, National Bank of Moldova, Ministry of Economy and Infrastructure, Moldovan Investment Agency, ODIMM, Ministry of Foreign Affairs, donors, and the private sector. It also took into consideration the current status of activities and experiences from other countries such as Romania, Estonia, Israel, United Kingdom, Poland, Malta, Latvia, and some aspects of Chile as well as also looking at potential legal or operational processes.
During the joint session, the audience was introduced to the main findings of the report which included a brief analysis of the existing startup framework. The presentation also included financing tools vs. best international practices and case studies, followed by a proposal concept for the creation of the startup ecosystem in Moldova.
The attendees discussed main issues related to the approach/ownership and opportunities under a Startup Moldova Program, as well as the existing Moldovan legislation and the most suitable forms of Seed Fund project governance and regulatory mechanisms. Other matters were related to the need to support the ecosystem through more attractive regulations for the stimulation of new startups or the analysis of the legal format for the investor’s relationship with startups.
