SUMMARY:TENDERWELL – O SOLUȚIE DIGITALĂ PENTRU LICITAȚIILE PUBLICE\, DEZVOLTATĂ CU SUSȚINEREA PROIECTULUI TEKWILL
DESCRIPTION:Proiectul TEKWILL continuă să susțină digitalizarea societății investind în inițiativele sectorului privat pentru dezvoltarea antreprenoriatului IT\, dar și a diminuării deficitului forței de muncă din domeniul tehnologiilor informaționale. În acest sens\, în cadrul „Inițiativei de încurajare a implicării sectorului privat”\, 10 companii cu profil IT din țară beneficiază de asistență financiară (după principiul de co-finanțare) pentru dezvoltarea unor soluții digitale utile. Una dintre companiile participante la proiect este „iSIGHTPartners”\, care dezvoltă un instrument pentru asistența companiilor în licitații publice. \nTenderWell– o soluție pentru licitațiile publice \nTenderWell.App este o aplicație de agregare a datelor pentru licitații\, care oferă informații de afaceri celor implicați nemijlocit în sectoarele de dezvoltare. Aplicația va ajuta clienții să urmărească mai multe oferte în același timp\, devenind astfel mai eficienți în procesul de licitație. Pentru că\, de cele mai multe ori\, companiile ofertante se confruntă cu dificultăți atunci când se pregătesc pentru o achiziție\, soluția va permite simplificarea acestui proces dar și urmărirea etapelor licitației. \nLuc Vocks\, director general „iSIGHTPartners”: „Versiunea actuală pe care o avem este bună în ceea ce privește înregistrarea datelor ce sunt esențiale pentru o companie în timpul licitației. Ne propunem să creăm un instrument care să ajute concomitent mai multe persoane să lucreze împreună. În cazul licitațiilor mici\, o persoană poate gestiona tot procesul\, dar în cazul licitațiilor mai mari\, acest lucru este imposibil. Pregătirea și desfășurarea achizițiilor mari se efectuează cu ajutorul unei echipe: un redactor principal\, proiectant\, specialist tehnic\, cercetător\, specialist care caută dovezi\, etc. Noi venim cu soluția: un instrument care permite cooperarea și conlucrarea dintre toți acești actori implicați în proces.” \nÎn același timp\, aplicația va reduce la jumătate timpul necesar pentru pregătirea unei tender internațional\, va oferi asistență importantă companiilor licitante\, care le va permite să fie la curent cu oportunitățile actuale de achiziții. Aceasta va permite și reducerea costurilor de pregătire a unei oferte și va maximiza șansele de câștig de la 5% la 25%\, estimează dezvoltatorii acesteia. Soluția urmează a fi lansată la finele anului curent. \nAlte inițiative private pentru susținerea digitalizării \nPornind de la necesitățile societății\, companiile IT dezvoltă soluții digitale din diverse domenii. Unele dintre ele s-au axat pe trecerea obișnuită de achitare a facturilor la modul electronic\, dezvoltarea simulatoarelor software pentru instituțiile școlare din regiuni\, dar și un instrument de monitorizare în baza tehnologiei loT pentru recepționarea de la distanță a informațiilor despre procese tehnologice și alerte. Alte soluții care au obținut finanțare în cadrul proiectului sunt centrate pe atragerea achitarea facturilor online ale cetățenilor Republicii Moldova de către cei aflați în diasporă\, dezvoltarea unei platforme de educație școlară online\, dar și un proiect dedicat exclusiv integrării sociale și profesionale a femeilor.Suportul financiar pentru implementarea soluțiilor inovative este de până la 25.000 de dolari și acoperă maxim 50% din costul întreg al programului. \nAna Chirița\, directoarea proiectului TEKWILL: „Susținerea inițiativelor private ne va ajuta să atingem obiectivul proiectului – să pregătim profesioniști în domeniu\, să creștem calitatea capitalului uman\, care să facă față cu succes provocărilor sectorului. Ne propunem să diminuăm această criză acută de forță de muncă din sectorul IT calificată pe domenii specifice. Prin suportul acordat sectorului privat\, dezvoltăm practic o platformă de creare a noi locuri de muncă și de pregătire a profesioniștilor. În plus\, la baza creării acestor soluții au stat necesitățile sociale și de business ale societății\, iar digitalizarea proceselor și serviciilor nu aduce decât numeroase beneficii: creează noi oportunități pentru întreprinderi\, încurajează dezvoltarea unor tehnologii de încredere\, promovează o societate deschisă și construiește o economie dinamică și viabilă.” \n„Inițiativa de încurajare a implicării sectorului privat” \n„Inițiativa de încurajare a implicării sectorului privat” este dezvoltată în cadrul Proiectului „Tekwill”\, implementat de Asociația Națională a Companiilor din Domeniul TIC cu susținerea financiară a Agenției Statelor Unite pentru Dezvoltare Internațională și a Suediei. Tekwill a fost creat în anul 2017 ca Centru de Excelență al sectorului ICT din Moldova\, având drept scop principal alinierea domeniului la cerințele secolului 21. Pentru a continua să contribuie la creșterea competitivității industriei IT și a altor sectoare strategice ale economiei\, centrul și-a extins domeniile actuale de activitate\, devenind în 2019 un proiect complex la nivel național. DESCRIPTION:Representatives of Moldovan small and medium-sized businesses (SMEs) will learn to use digital solutions\, marketing tools\, online promotion and sales in order to make their business visible in the digital environment and to continue their activity during a pandemic. In this regard\, the TEKWILL Project launched “Startup Academy”\, a series of courses in practical fields which will provide the necessary knowledge dedicated to SMEs. For several months over 200 SMEs will benefit from direct expertise on the problems they face in the process of migrating their online business from mentors with experience in marketing\, communication\, IT\, logistics\, and human resources. \nThe aim of the initiative is to train entrepreneurs so that at the end of the course they understand the mechanisms underlying the growth of a successful online business. The courses are organized within the TEKWILL project with the support of USAID and Sweden\, together with the National Association of ICT Companies\, Moldova IT Park\, UNDP\, and ODIMM. \n“Startup Academy” offers complex training sessions for entrepreneurs \nAna Chirița\, director of the TEKWILL project stated: “The need for an integrated program of useful courses in the digital field was signaled to us by the representatives of SMEs in a study carried out within the“Digital Upgrade”project – a program through which we want to contribute to digitalization of Moldovan business. Practically 90% of the participants mentioned that they need the expertise and knowledge necessary to become competitive and do not have the ability to build sustainable online businesses. Responding to their expectations\, we are launching this complex program of courses in which entrepreneurs will benefit from expertise starting with the principles of launching an online business\, continuing with the identification of customer needs and establishing links with other development partners.” \nThe program is structured in two levels: intermediate and advanced. In the first stage entrepreneurs will learn about the importance of physical presence on online platforms and how to adapt a business to be as close as possible to customers. Among the areas to be studied at the intermediate level are: \n• The basics of digital marketing. During the course\, the representatives of small and medium business will learn to make their business known in the online environment\, to find promotion opportunities on different platforms and to plan a long-term strategy to stay online.\n• Content development. To remain close to customers\, an online business must maintain communication with them. Entrepreneurs will benefit from expertise in developing quality content and segmenting customers through the content they post.\n• Identifying online partners. The course trainers will help entrepreneurs find sources where they can create partnerships (food-non-food companies\, international networks\, B2B platforms\, etc.) to sell their products and services. From the experience of mentors\, they will learn the basics in creating relationships with partners and will be able to find out the benefits of a marketplace as a tool and market with processes ready for online commerce.\n• Online security of the company. The development of a company also requires technological maintenance. Thus\, entrepreneurs will receive advice on the importance of a specialized team to maintain the technical processes behind the business and to remedy any problems that may arise. \nIn the second stage\, more advanced courses will provide direct mentoring on the activities behind e-commerce and maintaining an online store for the SME representatives. At this level\, courses will teach: \n• Creating an online store. Before setting up the online store\, entrepreneurs need to plan and research every tool that would facilitate business development. From the showcase\, the products\, the categories and to the ordering of the site\, all the processes require careful planning. IT specialists will also provide solutions about the platforms that host and allow the adaptation of a site according to the needs of the business.\n• Process automation. Because going online also involves automating processes that were previously done manually\, the course also includes mentoring in the automation of accounting\, customer work processes\, storage and others according to the identified need. Entrepreneurs will receive advice on existing automation solutions on the market\, digital service providers and differences between process maintenance systems.\n• Financial operations. In the case of electronic stores\, all financial transactions carried out online also require the integration of digital payment systems. Entrepreneurs will be introduced to working with existing online payment systems in the Republic of Moldova\, how they can be successfully integrated\, who are the providers and how they can implement the solutions for integrating electronic payment systems.\n• Legal issues. Because e-commerce has changed the concept of the economy so far\, the transmission of data remotely and the use of all electronic means for an online transaction includes several obligations for entrepreneurs. During the course\, trainers will also address topics related to legal issues regarding e-commerce\, personal data\, transaction security and electronic signature. \nTo date\, about 472 teams and 680 companies have benefited from Tekwill’s support in growing and improving their business. DESCRIPTION:Startups in Moldova can get investments up to $10\,000 in the first online business accelerator known as “Upcelerator”. The project is dedicated to existing startups as well as to talented future entrepreneurs who have business ideas with a sustainable business model and growth potential. The accelerator is developed by the Association “Dreamups”\, an accelerator of innovation and entrepreneurship that connects participants with the best mentors and experts virtually. This initiative is supported by the TEKWILL project with the financial support of its development partners USAID and Sweden as well as EFSE Entrepreneurship Academy along with the general partner\, Orange System. \nAna Chirița\, director of the TEKWILL project stated: “The TEKWILL project supports a prioritization of the development of entrepreneurship in Moldova through dedicated programs of acceleration\, mentoring\, consulting\, expertise and investments. It is entrepreneurs who have the courage to adopt innovations and use their ideas intelligently on the basis of which they build businesses with local\, regional impact\, and – why not? – international. “Upcelerator” is a unique program to accelerate technology businesses\, and by supporting such programs\, we offer startups access to an entire ecosystem which includes business founders\, investors\, consultants and the best mentors around the world.” \nEverything you need to know about “Upcelerator” \nAt the initial stage 75 applications with business ideas were submitted to the program.In order to select the best concepts\, various factors were taken into account including the innovative component and the ability to execute the idea\, the problem it solves\, and also the landmarks of business development. Forty-one teams from five countries were selected to participate in the program\, 27 of them are currently active. For four months\, entrepreneurs will benefit from the support of over 30 international and local mentors\, will have approximately 500 hours of mentoring\, and will perform 200 tasks. At the end of September\, the founders with the best ideas will have the opportunity to receive investments worth $10\,000 each for business development. \nThe business ideas of the participants in the program are from various fields such as agriculture\, medicine\, education\, and finance. \n1. Financial / legal solutions: application that allows smart crediting of money for a circle of trust: friends\, relatives\, family; platform for business consulting services – business analysis of the supply chain\, market research and automation of robotic processes (RPA); an online lending bank without intermediaries\, an online application that will allow users easy and cheap access to the legal procedure for collecting debts. \n5. SUMMARY:ACCELERATING WORLD-CHANGING IDEAS WITH XY ACCELERATORPOWERED BY TEKWILL
DESCRIPTION:Potential Moldovan entrepreneurs are encouraged to develop their business ideas to progress and even to expand abroad. The TEKWILL project is a reliable partner for entrepreneurs in the country as it continues to support intensive startup programs in Moldova. It provides financial investments\, access to an extensive business network\, complex expertise in business growth\, mentoring\, and consulting in various directions for long-term promotion and development. The XY Accelerator is a project created to encourage young people to grow their businesses from scratch and become competitive in large markets and is supported by TEKWILL along with the financial support of its partners\, USAID and Sweden. \nXY Accelerator – investing in business ideas with development potential \nIn the current edition of the program five startups were selected in order to help them accelerate. During the program\, startups benefited from an office space\, trainings\, and technical workshops.The intention was for them to obtain all the necessary information and excel\, applying practical knowledge such as: market analysis\, customer profile identification\, business model definition\, financial analysis and so on.\nThe XY Accelerator delivered 1\,280 hours of mentoring over four months and the beneficiaries were able to access investments worth about $ 8\,000. The TEKWILL project supported the delivery of the mentoring and consulting program under the accelerator\, and financial support in cash was provided by local investors. So far\, two startups have benefited from funding and full support as their founders were able to change the specifics of their products\, adapting them to current market needsin a short period of time. \n \nThe first company is Woop.ly\, represented by founder\, AlexandrBudeac. Woop is a disinfection box with UVC light on the inside used for disinfecting personal items such as a phone\, wallet\, keys\, gloves\, masks\, etc. The project team is also currently working on the development of a prototype of reusable masks which have an innovative design. \nThe second company is Teleportravel represented by founder\, Stas Balaur and co-founder\, Ilia Guțu. Teleportravel is an online guide integrated in Messenger which offers access to tours in the least explored areas of Moldova. It is also a platform where travelers can create their own tours and even sell them. Teleportravel is an alternative that helps enthusiasts and travelers discover new places\, less visited by tourists\, and at the same time spend less.\n \nAlso\, within the XY Accelerator program\, three other companies will continue to develop their business. These startups include: \n• A1\, a local marketplace that offers consumers online access to various products. The founder of the platform is Iulian Alexa. \n• Sneakers Wash\, an innovative shoe cleaner. Recently\, the company’s founders Marcel Gușan and AlexandruSecara decided that in addition to providing dry cleaning services\, they should also sell footwear.\n• Set.Up.Vibe\, an offline playlist service\, created based on human circadian rhythms. The founders of Set.Up.Vibe are Marina and Andrei Shuleanski. \nStartup Moldova “Creative Growth” – we grow ideas that change the world! \nThe XY Accelerator program is supportedby TEKWILL which is offered within the National Startup Moldova “Creative Growth” Program. It provides a series of actions to support start-up companies that have a solid business model by offering access to education and professional expertise programs\, financing\, assistance in piloting business ideas\, connecting to global markets\, and cooperating with similar programs. Impactul tehnologiilor asupra industriilor conexe este tot mai vizibil\, deoarece sunt integrate în aproape toate domeniile de activitate și continuă să simplifice viețile oamenilor.\n\nIT-ul – o șansă unică de a pune umărul la schimbările din comunitate \nNicolae Sîrbu este Software Developer și de mai mulți ani dezvoltă și perfecționează soluții IT\, stabilește baza tehnică și asigură calitate produselor pe care le creează. În cadrul lecțiilor\, acesta predă tinerilor limbajul de programare Java\, explicându-le specificul din perspectiva unui angajat care zilnic scrie cod\, cu exemple practice\, concepte de programare\, dar și sfaturi utile. \nNicolae Sîrbu\, Software Developer: „A fi profesor este o activitate suficient de complicată\, trebuie să fii pregătit\, să poți să oferi răspunsuri complete la întrebările discipolilor. Pe lângă faptul că mentoratul mă ajută să mă dezvolt profesional\, contribui la lărgirea cunoștințelor în rândul colegilor mei care au ales să urmeze o carieră în tehnologii informaționale. Mă bucur mult când studenții îmi pun întrebări\, asta mă face să cred că domeniul IT va înregistra progrese odată cu ei”. \nNicolae Sîrbu are și câteva recomandări pentru cei care își doresc o carieră în IT: \n„1. Pentru a munci în acest domeniu\, trebuie să îți placă ceea ce faci\, să fii proactiv și pregătit să înveți individual. \n2. Trebuie să ai răbdare\, pentru că nu întotdeauna o soluție pentru o problemă poate fi implementată din prima.\n3. Pentru a îndeplini o sarcină\, trebuie să înțelegi specificul și modul în care soluția ar putea fi implementată. \n4. Sectorul IT este foarte dezvoltat și fiecare poate găsi o nișă mai apropiată. \n5. Pentru a deveni un specialist bun\, tinerii trebuie să muncească mult și să fie perseverenți. \n \n  \nDESPRE CAMPANIA #ALEGCARIERAIT\nReportajul a fost realizat în cadrul Campaniei de promovare a Carierei IT\, implementate de Asociația Națională a Companiilor din Domeniul TIC (ATIC) cu susținerea Agenției Statelor Unite pentru Dezvoltare Internațională și a Suediei. \nCampania este implementată de ATIC începând cu anul 2012 și își propune să comunice tinerilor care sunt oportunitățile și avantajele pe care le generează activitatea în domeniul IT. Activitatea încurajează tinerii să afle mai multe informații despre profesiile și oportunitățile din domeniul IT\, demontând stereotipurile existente și promovând istoriile unor profesioniști care inspiră. \nÎn același timp\, campania se axează pe ideea că la temelia succesului și a performanței stau munca\, atitudinea conștiincioasă\, dedicarea și dorința de a te dezvolta încontinuu. Istoriile de succes insistă pe setarea corectă a motivațiilor: decizia de a opta pentru o carieră în IT trebuie să fie una responsabilă\, bazată pe avantajele\, dar și rigorile acestui domeniu.

DESCRIPTION:The ICT community is helping the Moldovan business sector\, which is at a standstillmainly due to the restrictions imposed by the COVID-19 pandemic. \nSeveral digital solutions for the recovery of traditional sectors of the national economy have been identified within the National Startup Moldova Program “Digital IMPACT”. It provides research and identification of problems in strategic sectors and aims to provide real IT solutions for their development\, which could subsequently have a major impact on independent business. These are solutions to automate processes\, improve business tools\, facilitate the use of e-commerce and sales tools\, etc.\, to be managed by industry associations. \nAna Chirița\, TEKWILL Project Director stated: “IT innovations have become an absolute necessity to overcome current challenges. That is why in the first stage of the program we encouraged cross-sectoral collaboration and collected as much data as possible about the difficulties of the industries and about the potential IT solutions existing on the market. Within the joint working groups\, the solutions\, services\, and products needed by the sectors were analyzed and proposed for funding. Some of them are to be developed in the next stage\, as not all proposals meet the current expectations of certain sectors. We will further develop specific entrepreneurship education programs combined with elements of information technology\, so that future beneficiaries can fully explore IT solutions. That’s because at Startup Moldova we grow ideas that change the world.” \nSectors of the economy that will benefit from”Digital IMPACT” solutions \nCurrently ten sectoral solutions involving information technologies have been identifiedwithin Moldova Startup “Digital IMPACT”. Some of them are dedicated to various branches of agriculture and the food industry: \n• Beekeeping – digital platform for preventing bee poisoning and facilitating communication between authorities\, beekeepers\, and farmers;\n• Fruit export – a platform for the consolidated promotional offers of local fruit producers for foreign markets;\n• Online trade in agricultural products – an integrated “marketplace”platform for marketing products and services to farmers and local companies;\n• Wine industry –a platform dedicated to guided wine tastings;\n• Educational platforms dedicated to specific sectors to help entrepreneurs at a distance.\nIn the context of the pandemic\, more and more companies in theconsumer-oriented industries felt the need to digitize the activity of their companies. Within the program a solution will be generated for the representatives of the private sector that will allow them to use the virtual prototypes of the product models. This will allow them to use e-commerce\, make presales\, and become more eco-friendly by not using physical samples.\nTourism continues to be one of the most affected sectors due to the restrictions imposed by the global pandemic. In this context\, companies operating in the field also benefit from a digital solution – an integrated platform through which representatives can sell accommodation units\, promote marketing offers for tourists\, and manage reservations or payments for tourists.\nSpecific entrepreneurship education programs will be developed for all representatives of the sectors combined with elements of information technologies. \nSupport for the digitization of economic sectors from international partners \nThe national Startup Moldova program “Digital IMPACT” is developed within the TEKWILL project with the support of development partners USAID and Sweden together with the National Association of ICT Companies\, Moldova IT Park\, UNDP and ODIMM. \nMadelene Eichhorn\, Program Manager\, Swedish Embassy in Moldova stated: “Sweden supports global digital transformation\, and in Moldova supports innovation\, entrepreneurship and the ICT sector through programs launched by the TEKWILL Project. SUMMARY:TEKWILL ÎN FIECARE ȘCOALĂ – INSTRUIM PROFESORII PENTRU A PREDA DISCIPLINELE VIITORULUI
DESCRIPTION:216 profesori din toată țara\, participă în aceste zile la un program complex de dezvoltare profesională continuă\, pe parcursul căruia suntinstruiți să integreze unele metodologii inovative de predare și învățare în clasă. Inițiativa face parte din proiectul pilot „Tekwill în fiecare școală” – cel mai complex program de cursuri extracurriculare\, ce urmează a fi studiate ca și discipline opționale în școli\, din 1 septembrie. În cadrul programului\, au fost dezvoltate mai multe cursuri online cu conținut interactiv\, iar peste 18.500 de elevi ce participă la proiectul pilot vor obține cunoștințe în domenii inovative. \nDin 2021\, „Tekwill în fiecare școală” va fi accesibil tuturor instituțiilor de învățământ secundar general din Republica Moldova. Startul programului de formare a profesorilor a fost dat în cadrul unui eveniment online la care au participat autoritățile de profil din țară\, partenerii internaționali de dezvoltare\, implementatorii și beneficiarii finali ai proiectului. \nScott Hocklander\, șeful misiunii USAID în Moldova: „USAID este foarte mândru de rezultatele obținute de ATIC și Tekwill în cadrul proiectelor desfășurate cu susținerea noastră. Ne dorim de mai mult timp ca programele de succes ale Tekwill să fie accesibile și locuitorilor din regiunile Republicii Moldova\, iar „Tekwill în fiecare școală” este un pas important în acest sens. Cu o forță de muncă bine pregătită care are cunoștințe puternice în domeniul TIC\, vom avea noi oportunități pentru antreprenoriat și vom vedea felul în care domeniile STEM vor fi îmbrățișate și de fete și femei.” \nIgor Șarov\, ministrul al Educației\, Culturii și Cercetării (MECC): „Apreciem deschiderea și interesul pentru această activitate\, buna intenție și dorința de a schimba lucrurile în bine. Dezvoltarea societății informaționale rămâne o prioritate pentru noi. Recent\, am reușit să aprobăm curricula pentru 6 cursuri ale proiectului și sunt foarte mândru că\, din acest an elevii le vor studia în școli. Le mulțumesc foarte mult partenerilor de dezvoltare pentru susținerea de care ne bucurăm în acest proiect\, dar și cadrelor didactice care susțin demersul MECC de a îmbunătăți calitatea educației.” \n \n  \nCrearea cursurilor „Tekwill în fiecare școală” a fost posibilă prin mobilizarea eforturilor financiare ale sectorului privat și ale cetățenilor din țară și diasporă (în cadrul campaniei de crowdfunding TwentyTu\, desfășurată în anul 2018)\, precum și ale partenerilor de dezvoltare externi – PNUD Moldova\, USAID\, Suedia. Proiectul se bucură și de suportul Ministerului Educației\, Culturii și Cercetării. \n  \n \nFormarea profesorilor – printre prioritățile „Tekwill în fiecare școală” \nCadrele didactice care participă în programul de formare vin din 77 de școli din 28 de raioane ale țării. Pentru o perioadă de 5 săptămâni\, profesorii vor beneficia de instruiri online cu privire la conținutul cursurilor\, utilizarea platformei și noile metodologii de predare și învățare online.Toate aceste practici\, urmează să le aplice în predarea disciplinelor opționale în cadrul orelor. Pedagogii vor beneficia și de expertiza unui mentor pe tot parcursul anului de studiu\, în eventualitatea apariției unor neclarități în predarea disciplinelor viitorului. \n \nAna Chirița\, directoarea proiectului TEKWILL: „Profesorii sunt un element-cheie în instruirea elevilor online. Iată de ce\, atunci când am creat proiectul\, am decis să le oferim mai multe oportunități de formare\, pentru a abilita cadrele didactice în predarea acestor discipline. Datele unui studiu realizat în cadrul proiectului\, ne-au arătat că printre cele mai mari necesități pe care le au cadrele didactice pentru a-și face munca cu profesionalism este lipsa asistenței tehnice\, suportul metodologic și expertiza necesară. Astfel\, după cursurile de formare\, vom elabora un ghid explicativ pentru profesori\, suport pe care vor găsi toate informațiile necesare cu referire la proiect și vom oferi\, inclusiv\, acces la echipamentele necesare desfășurării programelor propuse.” \nCursurile „Tekwill în fiecare școală” \n„Tekwill în fiecare școală” își propune transformarea educației din RM\, atât prin dezvoltarea de conținut digital interactiv\, cât și prin introducerea în procesul de predare și învățare din cadrul instituțiilor de învățământ a noilor metodologii: învățarea mixtă („blended learning”) și clasa inversată („flipped classroom”). Cursurile vor putea fi studiate în mod individual sau ghidate de un profesor în timpul orelor. Lecțiile sunt dedicate elevilor cu vârste cuprinse între 13-19 ani. Fiecare curs cuprinde 34 de lecții\, ceea ce va permite studierea acestora în decursul a unui an academic\, câte o lecție pe săptămână. Lecțiile includ resurse educaționale de tip text digital\, lecție video\, exerciții de simulare\, teste interactive de evaluare și realizarea unui proiect final. \nProiectul prevede 8 curricule divizate în patru industrii precum: \n\nInteligența Artificială (cursurile: Programarea Agloritmilor in C/C++\, Inteligența Aritificială);\nDezvoltare Software (cursurile: Proiectarea și Dezvoltarea Web\, Proiectarea și Dezvoltarea Aplicațiilor Mobile);\nIndustrie Creativă (cursurile: Design Grafic\, Video Storytelling);\nLeadership Antreprenorial (cursurile: Inteligenta Emoțională\, Antreprenoriat).\n\nÎn acest an\, în cadrul proiectului pilot\, din numărul total de cursuri vor putea fi studiate doar 3. \n \nProiectul TEKWILL – Revoluția începe! \nProiectul „Tekwill în fiecare școală” este parte a Proiectului TEKWILL\, implementat de Asociația Națională a Companiilor din Domeniul TIC\, cu susținerea financiară a Agenției Statelor Unite pentru Dezvoltare Internațională și a Suediei. „Tekwill” a fost creat în anul 2017 ca Centru de Excelență al sectorului ICT din Moldova\, având drept scop principal alinierea domeniului la cerințele curente ale pieței. Pentru a continua să contribuie la creșterea competitivității industriei IT și a altor sectoare strategice ale economiei\, centrul și-a extins domeniile de activitate\, devenind în 2019 un proiect complex la nivel național\, cu sloganul „Revoluția începe!”. DESCRIPTION:A more developed IT sector and a more prepared workforce for market requirements. These are the main objectives of the Memorandum of Understanding “Development of digital skills\, IT and STEM throughout life” signed by the TEKWILL Project and the National Association of ICT Companies in Moldova with the Ministry of Education\, Culture and Research (MECR) and the Ministry of Economy and Infrastructure (MEI) of the Republic of Moldova. \nThe partnership aims to: \n\nincrease students’ interest and motivation for education by applying interactive methods and the use of modern ICT equipment;\ndevelop ICT skills throughout life\, at all levels of education;\nprovide education in the professions of the future for every student in the Republic of Moldova;\ndevelop the necessary digital teaching support and to equip the schools of the Republic of Moldova with technical equipment;\nsupport the training of teachers in the adoption and promotion of information technologies.\n\nThe text of the document is part of the activities provided by the National Development Strategy of the Information Society “Digital Moldova 2020”\, and the memorandum was signed during an event held at the ICT Center of Excellence “Tekwill”. \nAuthorities’ commitments for the development of IT and STEM skills \nAccording to the Memorandum of Understanding\, the Ministry of Economy and Infrastructure of the Republic of Moldova is committed to contributing to the implementation of activities by providing assistance for the introduction of ICT solutions in education\, by promoting dialogue with local and foreign industry\, development partners and of foreign donors. \nSergiu Raileanu\, Minister of Economy and Infrastructure: “Technology and innovation represent the future. These are terms that have penetrated the most diverse areas of society\, from business to sports\, from education and health to a wide range of services. It is well known that skilled labour is the key element for business creation and development\, and Moldovan IT companies face a shortage of skilled staff to meet the demands and challenges of the IT business environment. In this sense\, innovative but fast-impact educational solutions are needed\, which address both the quality of human capital and the entrepreneurial ecosystem\, as challenges for digital innovation and successful IT businesses.” \nThe Ministry of Education\, Culture and Research has announced that the process of reforming the curriculum has already been initiated and dedicated IT and engineering profiles for high school are to be introduced. Also\, several school subjects were reconceptualized and a new module was introduced – “Digital Education” but also other ICT- basedoptional courses. Minister Igor Sharov mentioned that today the foundations have been laid for a partnership that complements the previous actions of the Ministry of Education\, Culture and Research. “The digital transformation of education is not only a priority\, but an indisputable need of the Republic of Moldova to increase students’ interest and motivation for learning\, by increasing the quality and learning outcomes of children and young people\, following the application of interactive learning methods and modern ICT equipment”\, The official underlined. \nMore over\, MECR is committed to developing technical skills among teachers by developing a course to increase digital skills for teachers in general education. As for higher education\, the act provides for the promotion of performance-based management and a system of motivation and professional growth\, attracting professionals\, including from the industry for teaching IT\, updating continuing education programs and others. \nWorkforce development and private sector support – on the list of ATIC and TEKWILL commitments \nAccording to the Memorandum\, ATIC will promote public-private initiatives in the field of digital education and will also create and oversee the implementation of online skills training\, testing and certification tools\, including teachers in technical vocational education with pedagogical profile and will promote ideas\, projects innovation and research in the field of ICT\, etc. \nMarina Bzovîi\, Executive Director of ATIC: “ATIC is the representative organization of the ICT industry in the Republic of Moldova and is a supporter\, promoter and implementer of various projects for the development of the ICT sector in the country. This project is developed through a pyramid structure composed of three phases: 88 local rounds\, 15 national and regional rounds\, and 1 final round\, with over 6\,500 students from 32 countries. EBEC Chisinau is the national round in which the winners of the local round in Moldova compete with each other and gain access to the final round. \nClimate LunchPad competition. The TEKWILL project has partnered with the Climate LunchPad initiative – a project that aims to accelerate innovative ideas for a low-carbon future and develop a greener economy. Climate LunchPad is Cleantech’s largest business idea competition. Its mission is to attract potential innovative technologies to Europe and to create opportunities for innovators to mitigate climate change towards sustainable development. \nNational Conference\, “Young Energy Leaders”. For many years\, TEKWILL has been the partner of Yes Europe Organization in promoting energy sustainability. SUMMARY:PRIVATE COMPANIES BENEFIT FROM FINANCIAL SUPPORT UNDER THE TEKWILL PROJECT
DESCRIPTION:The ICT sector in Moldova is facing an acute crisis of skilled labor in the field. Although about 18\,000 professionals are employed in IT\, companies in the local market are in the process of recruiting. Employers are ready to enroll at least 4\,000 specialists\, a demand covered by the labor market in the proportion of one third. In order to alleviate the crisis of IT specialists in specific fields\, the TEKWILL Project\, implemented with the support of USAID and Sweden\, invests in private initiatives. Thus\, within the “Private Sector Engagement Initiatives”\, several Moldovan IT companies were accepted to generate opportunities and solutions to attract and train professionals in the field\, but also entrepreneurship\, especially at the regional level. \nAna Chirița\, TEKWILL Project Director: “Training the workforce and adapting it to current needs is a common responsibility. That is why in the TEKWILL Project we also encouraged the private sector to get involved in the development of human capital\, as they are the ones who have to face the problem directly. We are convinced that such support for the private sector will contribute to the achievement of the project’s objectives – more well-trained human resources in the field and a competitive regional market\, with local investments by IT companies.” \nPRIVATE INITIATIVES – FROM DIGITAL EDUCATION\, TO SOLUTIONS TO SUPPORT SMEs IN THE FINANCING PROCESS \nIn the first stage\, a commission of independent experts selected through competition 12 private initiatives (10 being approved at the level of donors) that will enjoy the financial support offered within the TEKWILL project. They have demonstrated that their concepts are viable\, with an impact on the market (including at regional level)\, and that they have adequate potential for the implementation team. Financial support is provided according to the co-financing model and covers a maximum of 50% of the total cost of the initiative. \nLuc Vocks\, General Manager of “iSIGHT Partners”: “We applied to this project because we want to create a world-class tool for assisting organizations in public tenders. Our product is called TenderWell.App. The financial support offered by TEKWILL is very necessary. This will allow us to develop new features of the application\, which will bring added value to customers in the purchase process.” \nTudor Darie\, Executive Director of “Fagura”: “Startups and SMEs in the Republic of Moldova have limited access to finance. In the post-COVID-19 pandemic\, this problem will be even more serious. “Fagura” will develop a “scoring” module\, based on machine learning and artificial intelligence\, which will allow a more detailed analysis of the payment capacity of the company and the founders and will issue in a second a decision approving or rejecting the credit application. Based on the information received\, the customer can remotely make changes to the process. This will improve labor productivity and reduce production costs and losses.\nPaynet Services. The project provides for attracting the diaspora in paying online bills of citizens of the Republic of Moldova. The service will be promoted in the countries with the largest number of Moldovan citizens abroad (Italy\, Russia\, Israel\, United Kingdom\, Germany\, France\, Spain\, Greece).\n“Simpals” focuses on new approaches to education. The company is developing an online platform that simplifies the operational process of online course management and turns authors of courses into facilitators. In this way\, through online courses\, private companies will be able to train employees more quickly in the training process\, international organizations or local associations that have already created courses could provide access to a large number of users\, and educational institutions will be able to add online courses for combined education.\nOrange Moldova. Through a program of the Orange Foundation\, the company wants to encourage the social and professional integration of women. SUMMARY:TEKWILL PROJECT EXTENDING ITS WORKPLACE TRAINING PROGRAMS AT REGIONAL LEVEL
DESCRIPTION:The IT sector offers thousands of jobs. Despite higher salaries\, a friendly workspace\, and a multitude of development opportunities\, however\, no one applies. The acute labor shortage facing the IT field and related ones is echoed nationally\, including in the major centers of the country: Balti\, Cahul or Comrat. \nOne solution found by the TEKWILL Project\, an important pillar in training the workforce adapted to current market needs\, which contributes to increasing digital skills\, including at the regional level\, is the expansion of educational programs implemented at the country level. \nThus\, in the northern and southern regions of Moldova will be carried out several projects to promote digital innovation in various sectors\, to support technological startups\, entrepreneurship education and career guidance of talented young people. In order to identify regional development opportunities and create the premises for connecting human capital with the possibilities offered by local IT companies\, ATIC conducted a regional study. \nThe research was carried out by the non-governmental organization “Investment and Sustainable Development Fund”\, with the support of the Swiss Cooperation Office within the Project “Optim – Opportunities through Technologies and Innovation in Moldova”\, implemented by Helvetas Swiss Intercooperation in partnership with the Chamber of Commerce and Industry of the Republic of Moldova\, as well as with the support of USAID and Sweden\, within the TEKWILL Project. The study targeted the regions of Balti\, Cahul and Comrat. \nThe results of the study show that ICT companies\, which also have offices in the regions\, cannot progress due to a limited number of potential employees. The regional context shows that among the causes of the problem are low birth rates\, migration but also the lack of development opportunities. Research has shown that: \n\nThe share of students studying IT in regional universities varies from 2.8% in Comrat to 5.3% in Balti – a figure quite small\, taking into account that in Moldova\, on average\, in the previous year 6.3 % of young people admitted to universities studied IT and telecommunications. At the same time\, the quality of IT courses taught by local universities needs to be improved\, in order to connect young people’s skills to the needs of the market.\nIn the city of Balti\, about 300 people work in the IT sector\, while at the State University “Alecu Russo”\, 250 young people study at technical faculties. At the other pole are the Cahul and Comrat regions\, where higher education institutions need to introduce new courses in the program to fill the educational gap.\nIn the regions of the country\, including the cities of Balti\, Cahul and Comrat\, there are a small number of IT companies. In the Balti region operate 26 IT companies (188 employees)\, in Cahul – 6 companies (16 employees) and in Comrat – 8 companies (12 employees). Local employers are facing a labor shortage\, which limits their development and competitiveness. As for the training and specialization segment that is lacking\, these are: Java\, JS\, web development\, PHP\, testing\, etc.\nAt the current stage\, companies in the regions cannot rely on the professional reconversion of the workforce in non-IT fields as the extra-curricular IT courses present on the market are either completely missing or are extremely expensive compared to the financial possibilities of the population. All this prevents non-IT professionals from acquiring new skills and knowledge in the field.\n\nTEKWILL Academy comes with development opportunities for new ICT specialists \nGiven that the number of specialists and young people studying information technology or engineering subjects in the regions of Moldova is relatively small\, the TEKWILL Project aims to create new opportunities for the IT field to become more accessible and attractive. Thus\, during this year\, TEKWILL will launch several educational development programs at regional level. Among them is the “Tekwill Academy” – an educational initiative that offers courses and technical training on specific topics taught by trainers and ICT professionals in Moldova and abroad. The project will focus on training non-IT professionals and students\, strengthening the capacity of ICT professionals\, but also increasing students’ digital skills – an important segment for tomorrow’s workforce. \nRecently\, in order to consolidate the expansion of development opportunities in the regions and create the premises for connecting the talent and potential of human capital with the possibilities offered by local IT companies\, the TEKWILL Project launched the IT Scholarship Program for residents of Balti and Cahul. \nThe program provides training in web development – building\, creating\, and maintaining websites and includes design\, content publishing\, programming\, and data management. Web developers can specialize in front-end\, back-end and full-stack developers. The scholarships will cover 70% of the cost of training\, and this means more affordable education for the inhabitants of Balti and Cahul. And for teenagers and young people in Balti\, two other courses – “Graphic Design” and “Arduino” – were recently. The lessons will take place online\, and those interested will be guided by a group of dedicated mentors. Six digital products from different fields were presented to the community and potential users during the “Chisinau DemoDay” edition.\nThe initiative is part of the National Startup Program Moldova\, a platform to support entrepreneurship\, implemented within the Tekwillproject\, with the support of USAID and Sweden. The event highlighted Moldovan entrepreneurs who think innovatively. Thus\, during the eventof this year\, they had the opportunity to present their products\, interact with potential users\, establish connections with community members\, and learn about other local innovative products. \nLet’s get to know them! \nAgricos – a platform that comes with solutions for farmers in the country to market and deliver their products. The marketplace aims to incorporate an online showcase with all the necessary components for e-commerce\, logistics support\, but also a warehouse for storing products. Platform users will be able to interact via a chatbot\, ask questions and get answers directly from farmers. \nGustos.life – a page for virtual wine tastings. This is a marketplace where the taster places his wine tasting event and the participants pay for the tasting. The platform incorporates logistical support\, bottling and delivery of wine samples and a video communication tool for group conferences. Gustos.life also contains software in which participants can appreciate the tastings and come up with recommendations.\nMedical Tourism Review – a platform that presents solutions for people who need to travel abroad or other regions in order to benefit from medical services. Medical Tourism Review is a guide in which patients seek treatments across borders. They can choose a specific clinic\, a certain treatment or they can find out from the reviews that the site hosts. The platform was launched in 2016\, and since then has gathered over 100 reviews about medical institutions\, solved over 200 patient claims\, provided complete information for 300 medical packages\, and accumulated over 4\,000 registered people from 100 countries. \nRespiro.md – Respiro.md aims to find solutions for people who need the advice of a psychologist. The platform is aimed at the diaspora\, which due to barriers such as distance and not speaking the language of the country in which they live\, cannot benefit from the advice of a psychologist. So far\, 21 psychologists have registered on the platform and are ready to offer remote counseling\, and the webinars organized by Respiro.md have gathered over 800 views. For counseling and psychological help services both Romanian and Romanian-speaking people can call. \nStudii.md – a virtual education platform\, complex\, with digital content and tools for managing the educational process. On the platform users can benefit from the electronic diary\, lesson schedule\, electronic registers\, information about students and teachers\, homework\, video topics and lesson materials\, etc. Studii.md also contains an informational history from previous years of study\, and through the system\, students are informed about the educational process. Currently\, 71 schools are connected to the platform\, and 77\,000 users (parents\, teachers\, and students) benefit from the services of the platform. \nVoteMe.App – the platform is a solution in the case of remote elections for organizers\, companies\, entrepreneurs\, but also elections. Thanks to remote voting\, the startup offers the possibility for corporate employees to exercise their right to vote from anywhere from any device connected to the internet. The startup comes with a change not only in technology\, but in the system as a whole. The programs are implemented with the support of the United States Agency for International Development (USAID) and Sweden\, and so far\, thanks to these investments\, the number of beneficiaries has reached 23 thousand. \nDEVELOPMENT OF THE ENTREPRENEURSHIP ECOSYSTEM \nThe TEKWILL project supports and implements programs\, which aim\, on the one hand\, to educate and increase the new workforce\, ready to meet market requirements\, and on the other hand\, to support entrepreneurship. \nIn order to encourage small business that develops innovative products and services that can help other sectors of the national economy\, TEKWILL has implemented the project “Startup Moldova”. Registered companies benefit from educational programs\, the infrastructure necessary to build and develop a business\, consulting\, mentoring\, opportunities to connect to international events and competitions\, but also to attract funding sources. \nOne of the components of the “Startup Moldova” project is “Digital Upgrade”\, which involves the digitization of internal processes\, which lead to increased productivity\, sales\, and e-commerce. And so\, 40 companies in the country became beneficiaries. In this context\, in order to identify the right solutions\, the TEKWILL Project\, together with its network of partners\, mobilized the entire IT community in Moldova\, and over 530 companies and startups responded to the invitation to help transform traditional industries. \nTo encourage sectoral collaboration between traditional and IT industry representatives\, TEKWILL launched the “Digital Impact” initiative\, with the aim of researching and identifying problems in strategic sectors of the national economy and providing real IT solutions. DESCRIPTION:Some of the most recognized international study programs in the field of IT\, developed by Oracle University\, will be available free of charge to students and teachers in higher education institutions in the Republic of Moldova. The initiative aims to train the workforce needed in the field and is implemented through universities in the Republic of Moldova. The proposal for young people has been launched with the financial support of the United States Agency for International Development (USAID) and the Government of Sweden in the Project “Development of the Center of Excellence in ICT TEKWILL”. \nThus\, 200 students and teachers will have the opportunity to study Java or SQL Fundamentals programming languages and to access globally recognized educational resources. This will be possible based on equities and vouchers provided by Oracle University which allow free access to online courses. \nFor three months the young people will intensively study the content proposed during the university classes and will acquire the relevant knowledge to successfully pass the OCA (Oracle Certified Associate) certification exam. Students will have access to the entire content authorized by the Oracle Workforce Development Program for the Java Fundamentals course: theoretical and practical lessons\, quizzes\, team projects\, etc. Internationally recognized\, Oracle certification confirms the acquired knowledge and skills develope\, constituting an important advantage in the process of employment and professional assertion. \nThe pilot project is part of the Tekwill Ambassadors Program\, the “Scholarships” edition\, as an initiative that brings development programs and opportunities closer to all stakeholders and provides them with the support and resources needed to achieve performance in the field of Information and Communication Technology. \nThe initiative was made possible by the collaboration between Oracle University and the National Association of ICT Companies (ATIC)\, whose goal is to ensure access to current and future ICT specialists in Moldova to the most relevant training courses and international certification opportunities.

DESCRIPTION:Girls and women in IT. More and more women are succeeding in this field\, and stereotypes about women in IT are disappearing.\nDigitization encompasses more and more areas of life\, and knowledge of programming languages is beginning to become a pressing necessity. In recent years\, there has been an increase in the number of girls and women working in the IT field worldwide\, and this\, implicitly\, has a positive effect on the economic development of the community. \nFor these reasons\, but also because they are committed to supporting girls and women to pursue a technical career\, the National Association of ICT Companies with the support of UN Women (United Nations Entity for Gender Equality and Women’s Empowerment) and Sweden’s financial support under the “Empowering Women in Technology” Project launched a comprehensive IT empowerment program for women and girls.\nAt the first edition of the program\, 50 girls and women from the Republic of Moldova benefited from scholarships to study Java Fundamentals\, SQL Fundamentals or Cisco course\, after which they had the opportunity to obtain international certification. The courses were provided based on the educational programs of the world leader Oracle \, and the training included state-of-the-art technologies\, innovative learning methods and techniques with a proven impact in developing the skills and competencies required by the IT industry. \nThe scholarships offered managed to change the lives of the participants and give them the confidence to pursue their dreams. \n“Women have shown that they do as well as men in programming…” \nIrina is 24 years old and is a Junior Software Developer\, Application Development Team Lead in an international company and loves her job. But until this stage was reached\, a long path of knowledge and courage followed. The field of information technology entered her life in the 10th grade and since then go arm in arm every day. \nIrina Iurciuc\, IT specialist: “Since high school I knew that I would choose a career in IT\, in fact I am the only one of my colleagues who have embraced this field. I chose a course in which I learned to acquire practical skills in what I knew less and to help me get a job. The SQL Fundamentals course gave me enough knowledge to be able to pass two conversations brilliantly\, during which I was tested including in the chapter studied at Tekwill\, and to be employed.” \nThe young woman says that it was easy for her to integrate into the new job\, because the stereotypes related to women and girls in IT are already a thing of the past. Over time\, women have shown that they do just as well as men in programming. \nIrina Iurciuc\, IT specialist: “Life takes on even more color when you start working. And if you work in an interesting field\, where you can develop professionally\, all you have to do is enjoy what you do. In this field\, women began to impose their positions and show beautiful results. It is important to have desire\, perseverance\, to make an effort and to be supported by those close to you. The field of information technologies is a complex one\, and the work process includes many stages\, the more you put them into practice\, the easier you understand them. In IT there is a very important term – TEAM. Here we work in a team and colleagues help each other\, here there is no competition\, ideas and initiatives are welcome\, there are no limits and there is not even a dress code. In IT\, employers do their best to make their employees feel as comfortable as possible and work as efficiently as possible. We have a lot of opportunities\, it is enough to have courage and take the first step\, later this field attracts you and it is difficult to stop.” \nIrina is convinced that IT is the profession of the future and that there will continue to be great challenges in this field. In this sense\, the project develops several educational programs and training in accordance with market requirements for students\, IT professionals\, and those who want to change their profession. The Tekwill project is implemented with the support of the United States Agency for International Development (USAID) and Sweden. \nThe specialists involved in the project aim to diversify\, multiply\, and further explore new educational programs that will open the way for young people to new and multiple opportunities. These programs aim to increase the level of training for professionals in specialized fields (those with training in Java Fundamentals\, SQL Fundamentals\, Networking &Cyber Security\, Web Development\, Quality Assurance\, Python\, etc.)\, and the courses will continue to improve due to cooperation with several internationally renowned companies (Oracle and Microsoft) and locally (Amdaris\, Endava\, Inthergroup\, Ellation\, Gilat\, etc.). The project also includes programs for the development of managerial skills and personal efficiency which were identified by representatives of the IT sector as essential for professionals who manage large projects. Tekwill Academy aims to offer 17 unique training courses which will benefit over 2\,000 people each year. \nInternational certifications for students and professionals. One of the most current trends in IT is international certifications verifying the candidate’s knowledge. Moreover\, these certificates offer the possibility of growth on a professional level\, but also the necessary support for further professional development whichis also an important part of the human resources development plan within large corporations. In order to increase the employment rate among college graduates\, the Tekwillproject is developing a scholarship program for students giving them the opportunity to obtain some of the most sought-after international certifications during their years of study. \nPrograms for teachers. At the national level\, the Tekwill project continues to strengthen the skills of university teachers by supporting them to adapting andimproving their teaching skills and continuing education to market requirements. This is so that the methods used in the educational process are in line with international standards for training the new generation of professionals. Approximately 50 teachers will be able to request up to two required training programs annually. In addition to these trainings\, there are plans to launch a University Scholarship program. The initiative will provide the possibility for university study programs to be complemented with best practices from international experiences as some subjects may be taught even by foreign professors. These subjects of study include software development\, cyber security\, artificial intelligence\, machine learning\, data analysis\, and business development. \nThe “Tekwill Ambassadors: UTeach Edition” program is dedicated to university professors and encourages them to adjust their curriculum to labor market trends including innovative ideas. In this context\, in 2020 the Tekwill project selected 13 candidates on the basis of a selection process. Each candidatewill receive technical assistance/equipment/training or logistical support in order to increase their capacity in developing digital curriculum\, introducing new IT training methods\, improving professional skills\, or promoting IT careers among young people. Each of them will receive assistance of up to US $ 2\,000. \nEducational programs for students \nTEKWILL Academy Kids (TAK) is in a continuous process of improving curriculum for children and adolescents. The main purpose of this initiative is to create innovative programs and methodologies that can be replicated and taught by branches of other TAK centers and by independent teachers. TAK collaborates continuously with several companies\, including IT companies\, to create study programs that allow participants from an early age to test industries of the future including robotics\, videoblogging\, digital painting\, and animation.\nThe gaming and digital sports industry is an area with the most interest of the project. Thus\, TAK organizes the National eSports Championship which also involves representatives of the private sector to support the participating teams and to create a national team that can represent our country in international competitions. \n“Tekwill in every school” is a complex program of online extracurricular courses which aims to develop children’s skills to be better prepared for tomorrow’s careers. The initiative provides the development of free content in priority areas which is accessible to all general secondary education institutions in the Republic of Moldova. “Tekwill in every school” aims to transform education in the Republic of Moldova\, both by developing interactive digital content and by introducing new methodologies in the teaching and learning process of educational institutions including blended learning and the flipped classroom. Beneficiaries will be able to access the following courses: C / C ++ Algorithm Programming\, Artificial Intelligence\, Web Design and Development\, Mobile Application Design and Development\, Graphic Design\, Video Storytelling\, Emotional Intelligence\, and Entrepreneurship. Now students can find all the necessary lessons on a single platform known asinvat.online. This platform was built on the model of “virtual classrooms” which allows each teacher or educational institution to integrate links\, videos\, and images with content relevant to school curriculum topics. Also\, students can findother materials they want to study here. About 92\,000 unique users have benefited from the educational resources distributed by invat.onlineduring the pandemic. \nSupporting private initiatives. One of the directions of the project is to support private sector educational initiatives and expand educational opportunities in regions with great potential for ICT sector development. Out of 12 selected projects\, four projects involve supporting initiatives in the field of education. In this initiative 50% of the program costs will be supported by the Tekwill project funded by USAID and Sweden sources and 50% will be supported by private companies. These initiatives aim at training women in digital skills\, introducing assessment tools for universities\, and creating digital content and IT platforms for remote access. \nPrograms dedicated to IT graduates and other professionals \nEncouraging the choice of a career in IT. Traditionally\, to promote a career in IT Tekwill organizes an informational campaign for the public. With this a number of videos are promoted through the national media. The success stories include representatives from IT companies that have managed to achieve remarkable success in the field\, but also the motivation that has brought them there. The materials contribute to the demystification of IT roles and to combating stereotypes regarding roles in the IT sector. Also\, to encourage the choice of a career in IT\, Tekwill organizes an eventintended for young people studying ICT in higher education and technical vocational institutions. The event includes sessions on current topics in the field as well as informational sessions on internship opportunities and employment conditions to aims in developing a connection between graduates and employers. The Tekwill project also runs ancampaign known as “Choose a career in IT” throughout schools which takes place as informational sessions for students of grades X-XII. \nPrograms dedicated to encouraging women to pursue a career in ICT \nTraditionally\, this year as well\, TEKWILL plans to run the “Girls can do IT” campaign which provides career guidance sessions targeting high school and middle school students (grades IX-XII). The purpose of this initiative is to communicate the benefits of an IT career and to provide key information about opportunities and perspectives that can be explored. Following the campaign\, a series of two-day events will be organized dedicated to middle school and high school girls. The activity aims to deepen the knowledge about this industry through motivation and information sessions\, but also to offer them the opportunity to test one of the top trades in the provided workshops. So far about 1\,500 girls have benefited from similar sessions. \nTech Women in ICT event. The Tech Women Summit is a one-day event dedicated to women who are already in the IT field as well as students or recent graduates who want to make a career change. The aim of the event is to give participants the opportunity to gain valuable knowledge in the field and also to motivate them to play an active role in the local IT community sharing their experience and achievements. The event also aims to change the perception of the role of women in IT and strengthen the local community. The summit consists of a motivational part and information sessions according to the interests of the participants. The latter will cover topics in the fields of management\, software development or others that will bring to the center of attention the latest trends and innovations in the field. The event will provide participants with important opportunities to learn from industry leaders\, to connect\, to be inspired\, and to explore perspectives that can fundamentally change their career path. \nTechWomen platform. Special attention is paid to the creation and consolidation of the TechWomen network. The program began in 2018 with the selection of 11 TechWomen Ambassadors by community members and their involvement in promoting ICT careers among girls. The activity is interconnected with other industries and aims to promote only Moldovan IT professionals and provide international networking opportunities. In the end 77 middle and high schools were chosen\, the list can be reviewed below. \nAna Chirița\, TEKWILL Project Director: “The results of the selection process demonstrate a major interest of students and teachers in innovative fields. We are glad that everyone wants to study quality courses to become better prepared for tomorrow’s challenges and we are proud to offer them this opportunity. The project contains lessons focused on practical learning\, the development of creativity\, critical thinking\, interpersonal communication skills and team spirit\, giving students the skills needed to interactively apply scientific\, engineering\, and entrepreneurial concepts. Certainly\, this project will bring added value to the preparation and increase the human capital of our country”. \nWhat do the beneficiaries of the pilot project say? \nAlthough the selection of 30 institutions was initially foreseen\, due to the large number of participants and the increased interest\, the project team decided to expand the number of beneficiaries. In August of this year\, 216 teachers from 77 general education institutions will be trained on the content of subjects and methodologies for teaching “Tekwill in every school” courses. \nSilvia Machidon\, director of the Theoretical High School “Mihail Sadoveanu”\, Giurgiulesti village\, Cahul: “We are very happy to be on the list of these 77 institutions. We are willing to work with teachers for optional courses so that our students can benefit from this opportunity. We applied to this project to keep their curiosity. I believe that especially now\, when we live in a digital age\, it is necessary to develop our students’ digital skills and provide them with a quality educational process.” \nParfeni Cristina\, computer science teacher at the Theoretical High School “Pro Succes”\, Chisinau: “We found out about this project when we received a letter through email and we were very happy. That is because we thought it would be very useful and interesting for our students\, especially since we live in the 21st century. SUMMARY:IT WORKFORCE DEVELOPMENT IN THE REPUBLIC OF MOLDOVA: EVOLUTION\, TRENDS\, AND OPPORTUNITIES
DESCRIPTION:Emerging digital technologies are changing the structure of the value chain at the international level and Moldova needs to change its strategic approach to align with global trends. Given the current context defined by the global pandemic of Covid-19\, an important role in the development of the IT sector in Moldova relates to education. This was the conclusion of a study conducted by the “Enterprise Incubator Foundation” at the request of the National Association of Private ICT Companies (ATIC) earlier this year. The research showed that in order to maintain its economic competitiveness\, Moldova must adopt a strategic position based on reforming IT education. This is due to a deficit in skills increasing in parallel with the development of the industry\, and education must be aligned to cope with these developments going into the future. \nThe Moldovan IT industry has grown rapidly in recent years\, being one of the main catalysts for economic development. Data showed that in 2019: \n\nthe IT sector had a 6% contribution to the country’s GDP;\nexports of IT services and products reached $198 million;\n10.5% of total exports of services from Moldova belonged to the IT sector;\n95% of the revenue obtained from the export of services was from companies in software development;\nabout 18\,000 people are employed in the ICT sector in Moldova.\n\nEven under the constraints caused by the global pandemic\, the ICT sector continues to report a pressing need for qualified specialists. In Moldova\, there are 12 universities and 7 colleges that train professionals in ICT\, but the number of young people who choose IT studies is too small. Experts believe that they are not attracted to learn IT for various reasons including elderly teachers\, diminished reputation of technical and vocational education\, low quality of programs\, but also the perception of the universities in general (young people do not associate them with an academic environment for professional training and research). Even so\, every year about 15% of young people enrolled in these specialties drop out of school to go abroad to study or work. According to the data from the study\, the increased dropout rate is due to misperceptions and institutions not meeting academic expectations. Currently\, some gaps in the education system are partially covered by various educational initiatives carried out by training providers\, companies in the sector\, or community projects supported by international donors\, such as Tekwill Academy\, FabLab\, Tekwill Ambassadors\, and Tekwill in Every School. Demographic challenges and the rapid development of technologies highlight the need to reform the education system to train professionals with the necessary skills in the labor market. \nNecessary measures needed to increase the quality of training of IT specialists \nThe authors of the study made a direct connection between quality education and well-trained specialists in the field. They recommended taking measures to reform the education system which will bring added value in the short and long term. These include: \n\nAdapting the curriculum to market requirements together with the private sector\, following the model of international universities. Curricula would follow the latest trends at local and international levels.\nRecovering the image of an academic career and low salaries for teachers. One way could be to encourage young professionals to get involved in university teaching experiences. Their interest can be increased through research and development initiatives\, training sessions\, conferences to which special guests can be invited.\nCreating training centers within companies to reduce the skills gap of future specialists. Reducing the skills gap can be achieved by consolidating the resources that smaller companies can spend on training and development. According to the principle of co-financing\, companies can be supported by the government or international donors to develop and create training centers and representative training programs.\nIncreasing university funding and diversifying research grants. Currently\, the Moldovan IT industry is at a turning point where it can accelerate rapidly. To reach the next level of development\, it needs an increase in the quality of the workforce. In this context\, significant investments are needed to improve the quality of IT education. Universities can be key partners for local companies. They can help businesses to become more innovative and productive by offering research on relevant topics as well as by training highly qualified professionals.\nFundamental integration of research in the university system. Given that the Republic of Moldova aspires to the transition from “outsourcing” to the development of its own product model\, it is necessary to fundamentally integrate research into the university system. This is due to innovations requiring world-class basic research\, knowledge\, and expertise\, requiring more than an increased number of programmers with a basic level of competence. The development of innovations and research capabilities will inspire students to conduct basic research from their first years of study.\nIncreasing the number of laboratories created in partnership with the private sector. The number of university laboratories\, which are set up with the help of multinationals\, should be increased. Their establishment will help expose students to global best practices and the latest technologies. They should be built in the university premises to create a technical environment and to give students the opportunity to develop products\, along with incubation and acceleration programs.\nCreating alternative programs for training software programmers. The creation of an alternative program for the training of software programmers in less than three or four years will contribute to the increase of the medium-term labor supply. Given the rapid dynamics of the industry\, four years of study to obtain a bachelor’s degree is often considered too long for software programmers. Until graduation\, the professional knowledge acquired in the first years of studies is of little use. A solution that can be considered is the introduction of globally recognized or\, where appropriate\, associated certification programs. DESCRIPTION:In order to expand development opportunities regionally and create a foundation to connect potential talent to possibilities offered by local IT companies\, the “Tekwill” Project in partnership with the “Optim” project launched the IT Scholarship Program. \nThe initiative will be carried out in the regions of Balti and Cahul\, with the support of the Swiss Cooperation Office within the Project “Optim – Opportunities through Technologies and Innovation in Moldova”\, implemented by Helvetas Swiss Intercooperation in partnership with the Chamber of Commerce and Industry of the Republic of Moldova\, and with the support of the United States Development Agency (USAID) and Sweden within the Tekwill Project. \nThe program offers training in the field of web development and will take place between June and October 2020. The courses will last four months for the Cahul region and three months for the Balti region. The web development course will involve building\, creating\, and maintaining websites. Generally\, it includes aspects of design\, content publishing\, programming\, and data management. The term web developer usually refers to the non-design aspects of writing the markup and the code necessary for the operation of a site. Web developers can specialize in front-end\, back-end and full-stack development. \nThe courses will take place inside the Polytechnic College fromBălți and “Iulia Hașdeu” College from Cahul and will be delivered by experienced mentors according to training programs specially designed and adjusted to the current rigors of the industry. In order to ensure the maximum performance within the program and to confirm the commitment of the participants the scholarships will cover 70% of the training cost with the beneficiaries contributing 1500 MDL. \nInterested candidates over the age of 17 had the opportunity to submit applications for registration in June 2020. Applicants with a strong intention to work in the IT field will be strongly considered.

These are just some of the questions that Moldovan SMEs are asking. Whether we are talking about HoReCa business\, beauty\, trade\, logistics or agriculture\, owners need to intervene decisively to continue their business. The transfer of business activity in the online environment was the only measure that small businesses in Moldova were able to adopt since the use of digital tools allows them to increase efficiency\, productivity\, and competitive power. This would not have been a problem if each of the SMEs had access to the right digital solutions\,yet also the necessary experience in using them. \nVadim Scobioală\, founder and administrator of a pet food store: “Before the pandemic\, we only sold products in our physical store. When we found ourselves in this unprecedented situation\, we bought a website development system but we were unable to implement it due to lack of experience. We realized that we needed specialists to guide and advise us to put into practice and create a functional\, friendly site. If we manage to start online commerce we will revive the business – we will be able to create a database of buyers\, we will expand and automate most services.” \nAna Sîtnic\, the founder of a cafe in the capital: “The pandemic came like an avalanche over us. Automatically\, we had to move to online activity and learn on the go. Our main problem is that we do not have a website\, customers cannot view our products\, cannot order\, and pay online – and all these operations need to be done quickly. As a solution\, at this stage\, we want to make the platform functional and incorporate into it all products and services\, online payment\, meal reservations and integration of payments. The existence of a functional site would make us more visible in the online environment and we could grow our business.” \nRomeo Melnic\, administrator of an accounting firm: “Given that our employees communicate a lot with customers\, a software that organizes and sets tasks\, monitors work steps\, would help us maintain the process efficiently and take into account of customer needs. As a solution\, there are similar systems on the market\, but we need a team of specialists to guide us and help us adapt the software to the needs of the company so we can offer convenience to both employees and customers.” \nOther Moldovan SMEs are facing the same problems\, which are now looking for solutions – from process automation\, digital promotion\, to consulting on online trade legislation. To support of them\, within the TEKWILL Project\, the National Startup Moldova “Digital Upgrade” Program was launched\, where SMEs are helped to digitize their business activities. \n530 companies were urged to come up with solutions for the digitization of SMEs \nThe pandemic caused by the new coronavirus has increased the demand for digital solutions with about 200 SMEs signalling this need within the project. Through “Digital Upgrade” at least 40 small and medium businesses will benefit from solutions. To identify them\, the TEKWILL project\, together with its network of partners\, mobilized the entire IT community in Moldova – 530 companies and IT startups in the country.\nAna Chirița\, TEKWILL Project Director: “In the new reality\, today more than ever\, IT innovations are an absolute necessity both to overcome current challenges and to combat the economic crisis. The lack of knowledge\, resources\, solutions\, and consultations from specialists limits enterprises from implementing an e-commerce site.\nHowever\, some solutions have been offered by the experts from “BAZAAR e-COMMERCE”: \nCreating a site \nIn the market there are four types of platforms that connect products and service providers with buyers. Small businesses can opt for the WIX platform which offers a ready-made page template\, the ability to edit content\, and choose the color of an existing design. WIX is a platform where you only pay for what you use. It is an affordable solution but one that offers fewer possibilities for adaptation. \nShopify is a new platform thatenables its tools for online sales (no description\, contact page\, etc.). The template is already installed and allows from some modifications. \nSquarespace is a platform that allows more functionality\, offers the ability to add pages with elements\, and to shape the site to adapt it to the needs of the company. \nWordPress is the most developed platform that enables the user to create a site which can be fully adapted. The functionality is already set up\, ready for the user to add products\, content\, bank details\, and a form of delivery. An IT specialist can style the platform for a more pleasing look. WordPress is recommended for larger companies with a variety of products or services on a wider spectrum. \nFor a site to be functional it is necessary to have a platform for hosting (a server that transmits data and enables the site to appear online). The user may opt for local or international hosting. \nShowcases and site functionality \nThe functionality of a site depends on the CRM (Customer Management System). The CRM isa listof customers’ personal data which any online store must have. The site cannot function without this customer base. The information system involves continuous adjustments; therefore\, it is necessary for the site to be maintained by a specialistwho can fix any potential technical errors that may arise. For online products and services to appeal to customers\, the emphasis must be on showcases. Qualitative and professional pictures are recommended (in some cases with an emphasis on details). \nContent is another important factor that keeps buyers on a platform. The products need a description including its main features. Products must contain relevant descriptions\, functionality\, and photographs. Marketplaces also offer stock automation solutions. The commissions that such platforms extract vary from 7% to 17% (from the price of the product on the site). Product return and customer service are provided by marketplace employees. \nIn supporting small businesses to overcome this transformation more easily\, Startup Moldova and ADCENTER launched the BAZAAR E-commerce program. Sunt obiectivele principale ale Memorandumului de Înțelegere „Dezvoltarea competențelor digitale\, IT și STEM pe tot parcursul vieții” semnat de Proiectul TEKWILL și Asociația Națională a Companiilor TIC în Moldova cu Ministerul Educației\, Culturii și Cercetării (MECC) și Ministerul Economiei și Infrastructurii (MEI) al Republicii Moldova. \nParteneriatul își propune: \n\nsă sporească interesul și motivația elevilor pentru educație prin aplicarea unor metode interactive și utilizarea unor echipamente TIC moderne;\nsă dezvolte competențele TIC pe tot parcursul vieții\, la toate nivelurile de învățământ;\nsă ofere educație în profesiile viitorului pentru fiecare elev din Republica Moldova;\nsă elaboreze suport didactic digital necesar și să doteze cu echipamente tehnice școlile din Republica Moldova;\nsă susțină pregătirea cadrelor didactice în adoptarea și promovarea tehnologiilor informaționale.\n\nTextul documentului se înscrie în activitățile prevăzute de Strategia Națională de Dezvoltare a Societății Informaționale „Moldova digitală 2020”\, iar memorandumul a fost semnat în cadrul unui eveniment desfășurat în incinta Centrului de Excelență TIC „Tekwill”. \nAngajamentele autorităților pentru dezvoltarea competențelor IT și STEM \nPotrivit Memorandumului de Înțelegere\, Ministerul Economiei și Infrastructurii al Republicii Moldova și-a luat angajamentul să contribuie la implementarea activităților prin oferirea de asistență pentru introducerea soluțiilor TIC în educație\, prin promovarea dialogului cu industria locală și cea de peste hotare\, a partenerilor de dezvoltare și a donatorilor străini. \nSergiu Răileanu\, ministru al Economiei și Infrastructurii: „Tehnologia și inovația reprezintă viitorul. Sunt termeni\, care au pătruns în cele mai diverse domenii ale societății\, de la afaceri până la sport\, de la educație și sănătate până la o gamă largă de servicii. Este bine cunoscut faptul că forța de muncă calificată constituie elementul cheie pentru crearea și dezvoltarea afacerilor\, iar companiile IT din Moldova se confruntă cu un deficit de personal calificat\, care să corespundă exigențelor și provocărilor mediului de afaceri din IT. În acest sens\, sunt necesare soluții educaționale inovative\, dar cu impact rapid\, care să abordeze atât calitatea capitalului uman\, cât și ecosistemul antreprenorial\, ca provocări pentru inovația digitală și afacerile IT de succes.” \nMinisterul Educației\, Culturii și Cercetării a anunțat că deja a fost inițiat procesul de reformarea programului de studiu și urmează a fi introduse profiluri dedicate IT și inginerie pentru treapta liceală. De asemenea\, au fost reconceptualizate mai multe discipline școlare și a fost introdus un nou modul – „Educație Digitală” dar și alte cursuri opționale bazate pe TIC. Ministrul Igor Șarov a menționat că astăzi au fost puse bazele unui parteneriat care complementează acțiunile anterioare ale Ministerului Educației\, Culturii și Cercetării. „Transformarea digitală a educației nu este doar o prioritate\, ci o necesitata indiscutabilă a Republicii Moldova pentru a spori interesul și motivația elevilor pentru învățare\, prin creșterea calității și rezultatelor învățării copiilor și a tinerilor\, urmare a aplicării metodelor interactive de învățare și echipamentelor TIC moderne”\, a subliniat oficialul. \nMai mult\, MECC s-a angajat să dezvolte abilitățile tehnice în rândul cadrelor didactice prin elaborarea unui curs pentru sporirea competențelor digitale pentru profesorii din învățământul general. Cât privește\, învățământul superior actul prevede promovarea unui management bazat pe performanțe și un sistem de motivare și creștere profesională\, atragerea profesioniștilor\, inclusiv din industrie pentru predarea IT\, actualizarea programelor de formare continuă și altele. \nDezvoltarea forței de muncă și susținerea sectorului privat – pe lista angajamentelor ATIC și TEKWILL \nPotrivit Memorandumului\, ATIC va promova inițiativele publice-private în domeniul educației digitaleși totodată\, va crea și supraveghea implementarea instrumentelor de instruire\, testare și certificare online a competențelor digitale\, inclusiv a cadrelor didactice din învățământul profesional tehnic cu profil pedagogic și va promova ideile\, proiectele inovaționale și de cercetare în domeniul TIC\,ș.am.d. \nMarina Bzovîi\, directoare executivă ATIC: „ATIC este organizația reprezentativă din partea industriei TIC din Republica Moldova și este un susținător\, promotor și implementator a diverselor proiecte pentru dezvoltarea sectorului TIC în țară. Prin semnarea acestui Memorandum\, ne-am angajat să oferim suport la transpunerea practicilor europene în implementarea învățământului digital la toate etapele de instruire\, promovarea inițiativelor publice-private în domeniul educației digitale\, a orientării în carieră TIC\, precum și a celor de dezvoltare a capacităților instituțiilor superioare de învățământ.” \nVeaceslav Cunev\, președintele Consiliului ATIC: „Deoarece reprezentăm companiile TIC\, cunoaștem în detaliu necesitățile lor și dificultățile cu care se confruntă. Acest memorandum vine să reconfirme angajamentele noastre față de sectorul privat și conține o serie de prevederi ce urmează a fi implementate în următorii cinci ani. Astfel\, ne-am asumat responsabilitatea de a contribui la implementarea Strategiei „Moldova digitală 2020”\, precum și la dezvoltarea unei economii digitale și care să facă față provocărilor economice globale. De asemenea\, vom promova în societate și mediul de afaceri\, idei privind potențialul țării de a trece substanțial de la o economie tradițională\, la industrii cu valoare adăugată înaltă – IT și servicii digitale\, mai modernizate.” \nDe asemenea\, în limita fondurilor disponibile\, ATIC va contribui la dotarea instituțiilor de învățământ cu echipamente și suporturi didactice pentru promovarea educației digitale în sistemul de învățământ general\, organizarea cursurilor opționale în domeniul IT\, crearea bibliotecilor virtuale pentru elevi și profesori\, etc. \nÎn același timp\, prin proiectele dezvoltate\, ProiectulTEKWILLva contribui la pregătirea forței de muncă în domeniu creând programe educaționale și va încuraja tinerii antreprenori din domeniu să dezvolte afaceri\, servicii și produse software în Moldova. \nAna Chirița\, directoare proiecte strategice ATIC/directoarea proiectului TEKWILL: „Tehnologiile digitale emergente schimbă structura lanțului valoric la nivel internațional\, iar Moldova trebuie să își modifice abordarea strategică pentru a se alinia la tendințele globale. Aceasta reconfirmă faptul că educația este o componentă importantă în pregătirea forței de muncă de mâine\, care trebuie adaptată necesităților pieței. Prin suportul partenerilor noștri de dezvoltare\, vom efectua investiții majore pentru formarea și dezvoltarea capitalului uman\, un aspect esențial pentru o creștere economică competitivă\, mai productivă și orientată spre dezvoltare pe termen lung. De asemenea\, vom contribui la îmbunătățirea capacităților antreprenoriale\, dar și a potențialului startup-urilor de a constitui un ecosistem viabil.” \n„Tekwill în fiecare școală” – cursuri extra-școlare pentru profesiile viitorului \nUn interes sporit va fi acordat și programului complex de cursuri extra-curriculare „Tekwill în fiecare școală”\, care își propune să instruiască aproximativ 850 de profesori\, până în anul 2023 și să crească numărul beneficiarilor\, în mod special a celor din medii social defavorizate. Astfel\, pentru extinderea numărului de beneficiari\, TEKWILL a dezvoltat o platformă de eLearning gratuită\, care conține patru module de studiu pentru noile discipline: inteligența artificială\, dezvoltare software\, industria creativă\, leadership antreprenorial. DESCRIPTION:Inovațiile digitale simplifică gestionarea finanțelor și în rândul asociațiilor de locatari din Chișinău. O spun proprietarii apartamentelor unui bloc din sectorul centru al capitalei\, care au decis să utilizeze o soluție digitală pentru evidența financiară și managerială a instituției. Soluția încorporează un șir de servicii de plată pentru toate utilitățile – de la notificări\, achitări și până la decontări – iar toate facturile sunt eliberate în mod electronic. Astfel sistemul permite monitorizarea datoriilor rezidenților față de Asociație și duce evidența restanțelor către furnizorii de servicii. \nPentru a asigura transparența proceselor\, dar și simplificarea gestionării finanțelor\, administrația Asociația de coproprietari în condominiu nr.56/139 a apelat la inovații\, oportunitate obținută în cadrul unui proiect pilot. Astfel\, administratorul a introdus în sistem lista tuturor locatarilor\, detaliile specifice fiecărui apartament (suprafața spațiului locativ\, numărul persoanelor care locuiesc în fiecare apartament\, etc.) și\, lunar\, indicațiile contoarelor pentru utilități. Acum fiecare locatar primește o notificare atunci când este emisă factura\, pe care o poate achita fie prin intermediul serviciilor bancare online\, aplicațiilor mobile sau transferurilor electronice. \nNatalia Tucan\, administratorul asociației: „Nu am întâmpinat nicio problemă în utilizarea sistemului. Totodată\, este ușor să adăugăm elemente noi\, dacă avem de colectat fonduri pentru alte servicii. Spre exemplu\, luna trecută\, împreună cu membrii asociației am decis că este necesar să instalăm camera de supraveghere în jurul casei. Am introdus datele în sistem și toți rezidenții au primit factura cu suma necesară pentru plată. Mai mult\, celor care le-a fost dificil să achite din start\, sistemul le-a împărțit suma spre achitare în câteva etape.” \nNatalia Tucan povestește că emiterea facturilor digitale durează mai puțin de 5 minute\, iar distribuirea se realizează automat către toți beneficiarii. Plățile efectuate sunt transferate direct pe contul Asociației\, fapt care permite gestionarea în timp util a resurselor financiare de către administrație. \nTatiana\, locatară: „Totul este foarte simplu și convenabil. Imediat ce apare notificarea despre o nouă factură\, o achit prin intermediul online banking-ului. Confirmarea de plată vine la distanță de câteva secunde. Este foarte convenabil și pentru cei care pleacă peste hotare – pot primi facturi electronice pe care să le achite de la distanță.” \nAlexandru\, locatar: „Avantajul e că nu trebuie să merg la bancă și să pierd timpul\, așa cum făceam anterior. Vine notificarea despre factură\, care conține toate detaliile și suma finală\, iar eu achit prin intermediul serviciilor bancare mobile. În contul personal pot urmări istoricul tuturor plăților dar și dinamica consumului de servicii.” \n\nIulia\, locatară: „Mă bucur mult că avem soluții care ne permit să fim mai grijulii cu mediul înconjurător. Multe instituții continuă să umple căsuțele poștale cu facturi de hârtie\, pe care trebuie să le aștepți\, până le aduni pe toate spre achitare. Aici nu e cazul.” \nSoluția digitală utilizată de ACC 56/139 – Green Bill – este un proiect pilot\, fiind creată de o companie IT din Moldova. Compania s-a bucurat de susținere financiară din partea TEKWILL\, în cadrul „Inițiativei de încurajare a implicării sectorului privat”\, un proiect creat în scopul promovării digitalizării și a utilizării serviciilor bazate pe tehnologii informaționale de către societate și susținerea antreprenoriatului IT. În cadrul inițiativei\, 10 companii IT din Moldova\, au obținut suport financiar pentru crearea unor soluții cu impact asupra anumitor domenii sociale\, dar și oportunități de atragere și pregătire a specialiștilor în IT. SUMMARY:DEZVOLTAREA FORȚEI DE MUNCĂ ÎN IT ÎN REPUBLICA MOLDOVA: EVOLUȚIE\, TENDINȚE ȘI OPORTUNITĂȚI
DESCRIPTION:Tehnologiile digitale emergente schimbă structura lanțului valoric la nivel internațional\, iar Moldova trebuie să își modifice abordarea strategică pentru a se alinia la tendințele globale. În context actual definit și de pandemia globală de Covid-19\, un rol important în dezvoltarea sectorului IT în țara noastră\, îi revine educației. Este concluzia unui studiu efectuat în acest an de către ”Enterprise Incubator Foundation” la solicitarea Asociației Naționale a Companiilor Private din Domeniul TIC (ATIC)\, în cadrul proiectului TEKWILL. Cercetarea arată că pentru a-și păstra competitivitatea economică\, Moldova trebuie să adopte o poziționare strategică în baza căreia să reformeze educația IT. Și asta pentru că în următorii ani deficitul de competențe va crește în paralel cu dezvoltarea industriei\, iar educația trebuie să se alinieze pentru a face față acestor evoluții. \nIndustria IT din Moldova a înregistrat o creștere rapidă în ultimii ani\, fiind unul dintre principalii catalizatori ai dezvoltării economice. Astfel\, în 2019: \n• sectorul IT a avut o contribuție de 6% la PIB-ul țării;\n• exporturile de servicii și produse IT au atins cifra 198 mln USD;\n• 10\,5 % din totalul exporturilor de servicii din Moldova au aparținut sectorului IT;\n• 95% din veniturile companiilor obținute din exportul de servicii sunt în domeniul dezvoltării software;\n• cca 18 mii de oameni sunt angajați în sectorul TIC în Moldova. \nChiar și în condițiile restricțiilor cauzate de pandemia globală\, sectorul TIC continuă să raporteze o necesitate stringentă de specialiști calificați. În țara noastră\, există 12 universități și 7 colegii ce pregătesc profesioniști în domeniul de referință\, însă numărul tinerilor care aleg studiile IT este mult prea mic. Experții consideră că ei nu sunt atrași să învețe IT-ul din diverse motive: personalul didactic înaintat în vârstă\, reputația diminuată a învățământului tehnic și vocațional\, calitatea scăzută a programelor de studii\, dar și percepția imaginii universităților în general (tinerii nu le asociază cu un mediu academic de pregătire profesională și cercetare). Chiar și așa\, anual cca 15% dintre tinerii înrolați la aceste specialități renunță la studiile acasă pentru a pleca să învețe în străinătate sau să muncească. Această rată sporită a abandonului se datorează percepției greșite și așteptărilor academice la care nu răspund instituțiile\, atestă datele studiului. Actualmente\, unele lacune ale sistemului de învățământ sunt parțial acoperite de diverse inițiative educaționale desfășurate de furnizorii de cursuri de instruire\, companiile din sector sau proiecte comunitare susținute de donatorii internaționali\, așa precum Tekwill Academy\, FabLab\, TekwillAmbassadors\, Tekwill în fiecare școală ș.a. Peste 31 de mii de persoane au beneficiat de programele educaționale ale TEKWILL\, participând la peste 700 de mii de ore de training. Chiar și așa\, provocările demografice și dezvoltarea în ritm rapid a tehnologiilor evidențiază nevoia reformării sistemului de învățământ\, pentru a pregăti profesioniști cu abilități necesare pe piața muncii. \nMăsuri necesare pentru creșterea calității pregătirii specialiștilor IT. \nAutorii studiului fac conexiune directă între educația de calitate și specialiștii bine pregătiți în domeniu. Iată de ce\, ei recomandă întreprinderea unor măsuri de reformare a sistemului educațional\, care să aducă plus valoare pe termen scurt și lung. Printre acestea sunt: \n\nAdaptarea curriculumului de studii la cerințele pieței împreună cu sectorul privat\, după modelul universităților internaționale. Programele de învățământ ar urma astfel ultimele tendințe la nivel local și internațional;\nRedresarea imaginii unei cariere academice și a salariilor mici pentru profesori. Una dintre căi ar putea fi încurajarea tinerilor profesioniști să se implice în experiențe de predare în universități. Interesul lor poate fi crescut prin inițiative de cercetare și dezvoltare\, sesiuni de instruire\, conferințe la care să fie invitați speciali ș.a.\nCrearea unor centre de training în cadrul companiilor pentru a reduce decalajul de abilități ale viitorilor specialiști. Reducerea decalajului de abilități poate avea loc prin consolidarea resurselor pe care companiile mai mici le pot cheltui pentru instruire și dezvoltare. După principiul de co-finanțare\, companiile pot fi susținute de către guvern sau donatori internaționali\, să dezvolte și să creeze centre de formare și programe reprezentative de training.\nCreșterea finanțării universităților și diversificarea granturilor de cercetare. În prezent\, industria IT din Moldova se află într-un punct de inflexiune\, de unde se poate accelera rapid. Pentru a atinge următorul nivel de dezvoltare\, are nevoie de o creștere sporită a calității forței de muncă. În acest context\, sunt necesare investiții semnificative pentru a îmbunătăți calitatea educației în IT. Universitățile pot fi parteneri esențiali pentru companiile locale. Ele pot ajuta agenții economici să devină mai inovative și productive prin oferirea unor cercetări pe subiecte relevante\, precum și prin formarea unor profesioniști de înaltă calificare.\nIntegrarea fundamentală a cercetării în sistemul universitar. În condițiile în care Republica Moldova aspiră la trecerea de la „outsourcing”\, la dezvoltarea unui model de produse proprii\, este necesara integrarea fundamentală a cercetării în sistemul universitar. Și asta pentru că inovațiile necesită cercetări de bază\, cunoștințe și expertiză de nivel mondial\, mult mai mult decât un număr sporit de programatori cu nivel de competență de bază. Dezvoltarea inovațiilor și a capacităților de cercetare îi va inspira pe studenți să efectueze cercetări fundamentale încă din primii ani de studiu.\nMărirea numărului laboratoarelor create în parteneriat cu sectorul privat. Numărul laboratoarelor universitare\, care sunt create cu ajutorul multinaționalelor\, ar trebui să fie majorat. Înființarea acestora va ajuta la expunerea studenților la cele mai bune practici globale și la cele mai noi tehnologii. Acestea ar trebui construite în spațiile universității\, pentru a crea un mediu tehnic și care să le ofere studenților oportunitatea de a dezvolta produse\, împreună cu programe de incubare și accelerare.\nCrearea programelor de alternativă pentru pregătirea programatorilor software. Crearea unui program alternativ pentru pregătirea programatorilor software în mai puțin de 3 sau 4 ani\, va contribui la creșterea ofertei de forță de muncă pe termen mediu. Luând în considerare dinamica rapidă a industriei\, 4 ani de studiu pentru a obține diploma de licență este adesea considerat prea lung pentru programatorii de software. Până la absolvire\, cunoștințele profesionale dobândite în primii ani ai studenților sunt de utilitate mică. Soluția educativă la viteza actuală a industriei care poate fi luată în considerare este introducerea de programe de certificare recunoscute la nivel mondial sau\, după caz\, – asociate. Astfel de programe pot fi furnizate de universitate pe lângă programele de studii standard.\n\nProiectul TEKWILL – Revoluția începe! \nProiectul TEKWILL este implementat de Asociația Națională a Companiilor din Domeniul TIC\, cu susținerea financiară a Agenției Statelor Unite pentru Dezvoltare Internațională și a Suediei. „Tekwill” a fost creat în anul 2017 ca Centru de Excelență al sectorului ICT din Moldova\, având drept scop principal alinierea domeniului la cerințele curente ale pieței. Pentru a continua să contribuie la creșterea competitivității industriei IT și a altor sectoare strategice ale economiei\, centrul și-a extins domeniile de activitate\, devenind în 2019 un proiect complex la nivel național\, cu sloganul „Revoluția începe!”. Obiectivul de bază al Proiectului TEKWILL\, în calitatea sa de platformă dedicată progresului sectorului IT\, este de a asigura un impact major asupra dezvoltării economice a țării\, prin îmbunătățirea capacităților antreprenoriale și educaționale ale societății\, dar și prin sporirea potențialului de cercetare și dezvoltare al instituțiilor de învățământ\, în conformitate cu cererea de pe piața IT.

SUMMARY:BAZAAR E-COMMERCE: SECURITATEA INFORMAȚIONALĂ ȘI CIBERNETICĂ
DESCRIPTION:Trecerea la online aduce după sine și o serie de riscuri și amenințări ale securității cibernetice. Odată cu dezvoltarea magazinelor online\, antreprenorii trebuie să își asigure un nivel corespunzător de securitate în cadrul platformelor pe care le gestionează\, a profilelor de pe rețele de socializare\, dar și a datelor bancare și cu caracter personal. Toate acestea în condițiile în care securitatea informațională este parte indispensabilă în dezvoltarea business-ului online. Acestea\, dar și alte aspecte ce țin de protecția infrastructurii\, a informației și a secretului comercial au fost discutate de către experți în ediția din această săptămână a BAZAAR E-commerce. \nSecurizarea parolelor de acces \nProtecția informațiilor personale și de business începe de la alegerea unei parole complexe\, care nu poate fi identificată ușor. La baza regulilor de creare a unei parole este faptul că aceasta trebuie să conțină 8 caractere printre care cifre\, litere mici și majuscule\, simboluri sau semne de punctuație. Totodată\, atunci când alegem o parolă putem utiliza doar prima literă a fiecărui cuvânt dintr-un citat celebru sau titlul unei piese cunoscute\, apoi adăugate și numere și schimbate și unele litere în majusculă. Pentru mai multă securitate\, parola poate fi generată automat de către unele instrumente speciale\, însă este necesară asigurarea că va fi reținută. Pentru menținerea parolei în siguranță\, specialiștii în securitate cibernetică recomandă ca aceasta să nu fie expediată prin e-mail sau mesaje instantanee\, să fie modificată în mod repetat\, să evitați introducerea acesteia în dispozitive străine și utilizarea dispozitivelor personale pentru afaceri. Totodată\, este important să creați pentru fiecare pagină web o parolă unică. \nSecuritatea e-mail-urilor și a mesageriilor \nCea mai răspândită și eficientă posibilitate de atac cibernetic este metoda SCAM\, care reprezintă un mesaj de înșelătorie expediat pe e-mail sau în mesagerie și care poate fi prezentat în diferite forme. Aceasta este utilizată pentru a sustrage mjloace bănești de pe conturi\, informații\, alte date cu caracter personal\, etc. În calitate de măsuri de protecție a informațiilor de atacuri cibernetice\, se recomandă autentificarea în doi pași\, care adaugă un nivel suplimentar de securitate. În cazul antreprenorilor\, este recomandabil să utilizeze un antivirus\, să activeze firewall-ul și să evite folosirea adreselor de e-mail de muncă în scopuri personale și invers. În interiorul business-ului\, sunt recomandate utilizarea serviciilor de comunicare electronică aprobată în cadrul întreprinderii. Pentru a valida orice schimbare a practicilor comerciale\, reprezentanții micului business ar putea stabili un canal de comunicare alternativ. \nSisteme de completare automată \nCompletarea automată în medie reduce timpul de tastare cu aproximativ 25%. Pentru securizarea informațiilor și a datelor cu caracter personal\, opțiunea de autocompletare trebuie dezactivată de pe toate dispozitivele mobile dar și cele statice. În cazul unui potențial atac cibernetic\, datele personale care deja sunt introduse și salvate facilitează accesul la contul personal. Nu se recomandă autocompletarea datelor bancare pentru plată\, adreselor electronice\, numele de utilizator și parolelor. \nPop-ups-urile \nPop-ups sunt ferestre sau forme vizuale mici care se deschid atunci când treceți peste ele sau accesați un link\, un spațiu de pe ecranul calculatorului. Acestea pot deranja foarte mult\, în special atunci când acoperă textul/conținutul studiat cu reclame sau transferându-vă pe pagini nedorite. Acestea pot fi rulate pentru a executa sau a descărca viruși de diferite tipuri. În practică\, aceste pop-ups-uri trebuie blocate și configurate excepțiile de la caz la caz\, adică setările să permită gestionarea flexibilă a lor. \nTehnica de criptare web \nPlatformele online și sistemele informaționale necesită tehnici de criptare pentru a oferi confidențialitate\, integritate și autentificare sigură. Cea ma utilă metodă de a verifica dacă există SSL este să introduceți adresa web în browser cu https://. Dacă apare o pictogramă în formă de lacăt în browser\, cu click pe aceasta veți putea observa informații suplimentare care confirmă siguranța conexiunii. \nÎn susținerea micului business de a trece mai ușor peste transformarea digitală\, Proiectul TEKWILL și ADCenter au lansat programul BAZAAR E-commerce\, parte din Programul Național „Startup Moldova”.
